    Notes While the ARA used to be a government agency, it was turned into a private organization in 1919, which coincided with the change of name to the additional "European Children's Fund". This addition ("European Children's Fund") was dropped with the start of the famine relief program in Soviet Russia, in 1921. A central ideological force behind the food program was the idea that hunger would lead to bolshevism and anarchy (see Adlgasser 94). Central to its work was the concept of help for self-help (Adlgasser 83).
