Notes | At the Second Québec Conference between Roosevelt and Churchill, held between September 12 and 16, 1944, the leaders affirmed five goals: the demilitarization of Germany, denazification, the dismantling of Germany’s heavy industry that had supported warfare, the recognition of collective culpability, and a ban on fraternization. Ultimately, these plans came to nothing, or at least were not implemented in the manner envisioned in Québec (see Frank in “Ideas Crossing the Atlantic”, p. 248). |
