| Notes | On September 6, 1946, James F. Byrnes, the newly appointed Secretary of State, traveled to Germany, where he delivered his famous “Speech of Hope” in Stuttgart, signaling an optimistic shift in U.S.-German relations. The ideals echoed by Byrnes were the American principles of selfdetermination and self-governance first articulated by President Woodrow Wilson, in his Fourteen Points of 1918, and duly enforced in the Paris peace treaties.
