Notes This conference was held to discuss a European response to Marshall's speech. While the British and French were willing to accept Washington's lead, Molotov deemed Marshall's plan to violate the participating country's sovereignty and accused it of seeking to divide Europe into East and West. The Soviet Union was particularly nervous about Soviet satellite states in Eastern Europe wanting to join this capitalist endeavour. The discrepancy of opinions led to Molotov storming out of the Paris meeting on 2 July 1947, rejecting any Soviet participation in the plan.
